I create a seven-stage, risk-based human rights accountability spectrum designed to predict the path of human rights accountability in post-Communist and other post-repressive states. I test my spectrum by applying it to the experiences of four post-Communist states facing varying accountability issues and pressures (Uzbekistan, Serbia, Croatia, and Poland). This inter-disciplinary dissertation, based on elite interviews and local media analysis, will increase our theoretical understanding of transitional justice determinants while exploring pressures for implementation of under-studied accountability measures (beyond lustration) and investigating (former) opposition elite attitudes towards accountability in both repressive and highly democratic post-Communist states.
